摘　　要：随着我国经济发展进入新常态,产业发展面临的国际国内环境、时代背景、制度条件都发生了深刻变化,这就要求产业政策的目标导向、功能定位、作用方式、工具手段也要进行相应调整。应按"让市场在资源配置中起决定性作用和更好发挥政府作用"的要求,聚焦市场失灵的核心领域和关键环节,精准发力,助力产业迈向中高端水平,加快构建现代产业新体系。As China＇s economic development entered a new which industrial development are confronted with are changing normal, both domestic and foreign environments dramatically. Thus, the goal orientation, func- tion orientation, mode of action and tool means of industrial policy should be adjusted accordingly. We should let the market play a decisive role in the allocation of resources, focus on core areas of the market failure, pro- mote the industry develop towards mid - high level and speed up the construction of a new system of modem industry.
