摘　　要："三权分置"后,禁止承包权流转作为过渡性政策是土地制度改革的近期战略目标;但是,从长远的战略趋向看,承包权不可能让农民永远带进城市不变,当中国城镇化进程基本完成时承包权最终可以流转。The paper finds that Land property right relations is the most basic,the land system reform at the core of theoretical issues,the right to contract land ownership,and management of the central proposed the theory of'three division'. The paper concludes that after the'separation of division',banning contract right circulation is a recent strategic goals; However,from the long-term strategy to contract right impossible to let farmers into city forever unchanged.
