农村土地流转模式中政府角色分析

摘　　要：针对近年来农村土地流转中出现的种种问题,运用新制度经济学国家理论,对现存农村土地流转中政府的角色进行分析,指出存在制度供给者角色缺位、土地产权界定者角色缺位、政策实施者角色异位、利益关系协调者错位等问题,同时指出在具体的农村土地流转模式中政府的应然角色:农地流转政策的提供者;农村土地流转政策实施的指引者;农民首创精神的尊重者;农民权益的保护者。This paper uses the new institutional economics-the theory of state to analyze the government＇s role in the rural land circulation pattern based on the problems in rural land circulation in recent years. There are many problems such as absence of a system supplier, absence of land property rights definer,ectopia of policy implementer,dislocation of the coordinator among different interests. This paper points out the govern- ment role in rural land circulation patterns： the agricultural land circulation policy provider,the agrivultural land circulation policy implementer, the respecter of the farmers＇ initiative, the protector of farmers＇ rights and interests.
