摘 要:2016年汛期,安徽省多次发生强降雨,特别是梅雨期间,大别山区、江淮之间、沿江江南持续遭受大暴雨、特大暴雨袭击,长江流域省内多条支流汛情超过1998,1999年,发生了仅次于1954年的大洪水,造成了严重洪涝灾害。安徽省各级政府周密部署、精心调度、科学应对,取得了防汛抗洪工作的重大胜利。同时,也暴露出防洪工程存在的诸多问题,通过灾后反思,对加强水利薄弱环节建设、防洪保障机制、防汛科技、队伍建设、应急管理等方面,提出了针对性的建议与对策。Heavy rainstorms occurred in Anhui Province in 2016 summer, especially during the plum rain period, the Dabieshan mountain area, the region between Yangtze River and Huaihe River, the region along the south bank of Yangtze River were stricken by heavy rain and torrential rain, causing serious flood disaster. Also for many tributaries of Yangtze River basin in Anhui, the flood situation, more severe than 1998 and 1999, were only second to that of 1954. Facing these challenges, Anhui Province made thorough deployment and successfully dealt with the flood by scientific dispatching. However, some defects were exposed during the flood control work. Through rethinking on the flood control process, we put forward some suggestions in terms of enhancing weak links in water conservancy infrastructure, flood control guarantee system, flood control technology, strengthening talent building of flood control as well as emergency management system.
