摘 要:高等教育管理体制改革是近年来的研究热点,改革过程无可避免地涉及学术权力的概念界定。学术权力一词是舶来品,英、美国学术权力强调学术权威与学术影响力,中国学术权力强调宰制关系。理解学术权力应结合本土环境和实际应用状况,它与行政权力并非互相对立的概念。学术权力实质是与学术资源密切相关的行政权力,依照公正学术评价做出的学术事务决策,体现了学术活动的完整过程。未经公正学术评价,将会导致学术权力滥用或学术权力行政化的现象。Academic power is a hot topic in higher education field in recent years. However,there is no accepted definition of academic power,academic power itself is a borrowed word,in Britain and the United States,academic power emphasizes academic authority and academic influence,and in China academic power emphasizes the domination relationship. Understanding of academic power should be combined with the local environment and the practical application of the situation,and it is not a contrary concept with administrative power. The essence of academic power is the administrative power,which is closely related to the academic resources. The academic affairs decision made by the fair academic evaluation reflects the whole process of the academic activity. Without fair academic evaluation,it will lead to the abuse of academic power or the phenomenon of academic power administration.
