摘　　要："社会公平"是公共行政的"第三支柱"。弗雷德里克森通过对公共行政的领域问题、公共行政的公正问题以及公共行政的伦理问题三个方面的研究,提出了"公平与公正"问题是公共行政的精神与价值,公共行政应该完成从效率、经济导向向公平正义导向的转变。在公共行政实践中,公共管理者如何去践行这些价值。Frederickson came up with ＂a theory of social equity and put it forward as the ＂third pillar＂ of public administration. Frederickson interpreted the spirit of public administration from three aspects： the field of public administration, the fairness of public administration and the ethics of public administration. He put forward that ＂fairness and justice＂ is the spirit and value of public administration, which should complete the changes from the efficiency and economic orientation to fair and just orientation. In the practice of public administration, how public managers fulfill these values makes ethical problems prominent in public administration.
