城市化基本理论问题述评

摘　　要：围绕与城市化相关的土地、住房、公共服务实施与交通通勤、城市病与逆城市化、货币支持等关键领域的基本理论问题,进行回顾与评述,从而为构建新型城镇化发展的政策体系,提供了一定的基本理论支撑。强调了在有效发挥"政市两手"互动的根本准则下,政府体系依法科学地制定综合规划、各领域专项规划,以及实施相关宏观调控对新型城镇化功能发挥的重要意义。Some basic theoretical problems, such as Land, homing development, public service facility and commrting,urban disease and counter-urbanization, including money rapport problem, ,are retrospected and commented on the whole in this paper. Thereby, theoretical support is provided basically to some degree to serving the construction of policy systems during China New-type Urbanization process. In the end of this paper, the efficient interaction between the government and the market （so called ＂two hands＂ ） is emphasized as the basis, together with the overall plan , special plato and macro-regulation by the government abiding by laws scientifically, which has more significance to release functions of New-type Urbanization.
