摘　　要：我国政府出版物海外传播工作存在相关概念缺失、无效信息杂糅、馆配商利益驱动不足等难点。海外部分国家图书馆,如美国国会图书馆、日本国立国会图书馆、韩国国立中央图书馆在本国政府出版物国际交换方面均有相关实践。结合我国政府出版物市场的特点,中国国家图书馆政府出版物国际交换在文献来源和范畴界定上摸索出了一条符合国情的模式,并证明了图书情报机构在政府出版物海外传播过程中具有权威性、系统性、开放性的优势。综合国际相关经验和我国实际国情,建议政府应设立政府出版物官方机构,出版物交换主体应重视订立交换协议,图书情报机构要积极探索数字环境下的政府出版品交换模式,政府出版物国际交换应恪守国家保密原则。There are several shortcomings in international communication of government publication in China, including the lack of relevant concepts, ineffective information as well as the difficulty in driving book purchase service by benefit. Parts of overseas national library, such as the US Library of Congress, the National Diet Library of Japan, and the National Library of Korea have already obtained experience in related area. In light of the characteristics of the Chinese government publication market, National Library of China explores an own pattem in the source and category of international exchange of government publication that is in line with national conditions. It is thus proved that library and information institutions have great advantages of authority, systematicness and openness in international exchange of government publication. On the basis of relevant experience and national conditions, it is suggested that the official publishing agency of government publication be established. The main participant of publication exchange should put emphasis on establishing agreement between entities. There is also much space for the exploration of the mode of government publication exchange in digital environment. Government publication international exchange is always in duty to abide by the principle of confidentiality.
