高龄农民工养老津贴制度探析

摘　　要：多方面的因素导致高龄农民工面临严峻的养老问题,建立普惠型的养老津贴制度是解决高龄农民工养老问题的重要举措。文章分析了高龄农民工养老现状及实施养老津贴制度的必要性和可行性,借助扩展线性支出模型,以低标准生活支出水平构建高龄农民工养老津贴模型,测算了养老津贴的相对标准并分析了财政负担状况。在分析实施养老津贴可能面临的阻力的基础上提出了科学确定养老津贴对象和标准、合理划分各级政府的责任、搭建养老保险个人账户累加、转移支付及结算信息平台以及推动农村养老服务体系建设等建议。Many factors lead to severe pension problems for the elderly migrant workers. The establishment of universally beneficial pension allowance system will be an important countermeasure. In the paper,the author analyzes the status quo of pension system for elderly migrant workers and the necessity and feasibility of implementing pension allowance system. Based on the extended linear expenditure model, a model of pension allowance is constructed at low standard living expenditure level to estimate the relative standard of pension allowance and the fiscal burden. And then, based on the analysis of the possible resistance, suggestions are put forward as follows： scientifically determine the pension allowance objectives andstandards;reasonably clarify the responsibilities of governments at all levels;build a platform of the pension insurance personal account accumulation, transfer payment and settlement information; promote the construction of the rural old-age service system and so on.
