论尊重和保障党员话语权  

On Respecting and Safeguarding the Party Members' Discourse Power

摘　　要：建党95年来,我们党革命、建设和改革的实践证明,党内民主集中制是我们党最便利、最合理的制度,永远不能丢掉。党内民主是党内民主集中制的精神实质,即尊重和保障党员民主权利。党员话语权是指党员在遵守国法党规前提下对党内一切事务自由、平等地发表意见、观点和主张的权利,是党员最基本、最重要的权利。党员话语权既是党员作为公民享有的宪法规定和保护的公民权利,又是党员作为党员享有的党章规定和保护的党员权利。尊重和保障党员话语权不仅是党内民主集中制的题中之义,而且是坚持和完善党内民主集中制的内在要求。只有尊重和保障党员话语权,才能真正实现党的集中统一和党内决策的民主化、科学化。Since the founding of the Communist Party of China 95 years ago, the practice of our Party ＇s revolution, construction and reform proves that democratic centralism within the Party is our Party＇ s most convenient, most reasonable system that can never be discarded. Inner-party democracy is the spiritual essence of democratic centralism within the Party. The essence of inner-Party democracy is respect for and guarantee of party members＇ democratic rights. Party members＇ discourse power refers to the right of Party members to express ideas, opinions and claims about all the affairs of the Party freely and equally under the premise of complying with state laws. The Party members＇ discourse pow- er is the most fundamental and most important right, because it is both a civil right enjoyed by citizens regulated and protected by Constitutional provisions and a Party member right enjoyed by Party mem- bers regulated and protected by Party Constitution. Respecting and safeguarding the Party members＇ discourse power is not only one characteristic of the democratic centralism within the Party, but also the inherent requirement of adhering to and improving democratic centralism within the Party. Only by respecting and safeguarding the Party members＇ discourse power, can the Party truly realize centralization and unification of the Party organizations and democratization and scientization of decisionmaking in the Party.
