摘　　要：在中国共产党第十八届中央委员会第五次全体会议公报中指出，全面实施一对夫妻可生育两个孩子政策。中国将逐步进入二孩时代。本研究将对实施全面二孩政策后的社会问题做理论上的梳理和分析，能为更好地推进全面二孩政策实施提供建议和参考。In the Communique of the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China （CPC）, it was pointed out that the full implementation of the policy on the husband and wife can have two children. China will gradually enter the era of two children. This paper will make a theoretical carding and analysis of the social problems after the implementation of the all two-child policy, and provide suggestions and references for the further implementation of the all two-child policy.
