摘 要:通过多个案例详细分析和对比分析得出了邻避情结、邻避冲突和邻避事件的发生机制,并且总结出具有共性和普遍价值的政府与公众在邻避事件中的博弈特征,得出公众参与邻避设施选址、建设与维护过程的价值。政府公共部门应转变思维,在政策制定过程中,尽可能和利益相关者沟通,通过听证会、座谈会等方式听取利益相关者的意见,实现权力共享,达成利益均衡,降低公众心理风险预期,推动形成协商共治的局面。Based on the detailed and comparative analysis of several cases, This paper finds out the mechanism of " Not-In-My-Back-Yard "complex, "Not-In-My-Back-Yard "collision and "Not-In-My-Back-Yard" events. This paper also sums up the game characteristics (They has common and universal value.) of the government and the public in the "Not-In-My-Back-Yard" events, and obtains the value of the public participation in the site selection, construction and maintenance of the "Not-In-My-Back-Yard" facilities. Government departments could change tbinking and communicate with stakeholder as far as possible in the process of policy making, and could listen to the views of stakeholders through hearings, seminars and other ways, realize power-sharing, reach a balance of interests, reduce risk expectation of the public and promote the situation of consultation and co-zovernance.
