摘 要:《关于汞的水俣公约》即将生效,汞矿资源开发利用将逐步被禁止和淘汰,新的形势下我国汞矿资源管理政策面临重大调整。本文通过对我国汞矿资源状况、汞矿矿山开发利用情况及汞矿资源管理制度履约差距的分析,研究提出公约履约对策建议:1建立统一的汞资源开发利用信息统计机制;2完善汞矿矿业权管理政策;3建立完善汞矿开发退出机制;4严格执法确保履约到位;5鼓励替代产品开发利用,保障相关产业健康发展。As "Minamata Convention on Mercury" is coming into effect, mercury resources exploitation and utilization will be prohibited and eliminated gradually, and China's mercury resource management policies are in the face of significant adjustment under new situation. Through the analysis on the status of China' s mercury resources, situation of mercury mine exploitation and utilization and gap analysis on mercury resource management system performance, this article has researched and proposed countermeasures and suggestions on performing the convention: ① to establish a unified mercury resource exploitation and utilization information statistics mechanism; ②to consummate mercury mining right management policies; ③ to establish and perfect mercury exploitation exit mechanism; ④ to guarantee solid convention performance through strict enforcement of laws; ⑤ to encourage the development and utilization of substitute products, and safeguard sound development of correlated industries.
