我国地方政府间政策转移:过程、危机与化解策略——基于信息空间理论的分析

摘　　要：利用布瓦索(Boisot)信息空间理论的概念工具,构建分析我国地方政府间政策转移的"过程—危机链—策略集"分析框架,把我国地方政府间政策转移的过程描述为编码、抽象、扩散三维数据场中的政策知识的生产、扩散、利用过程,这个过程包括审视、解决问题、抽象、扩散、吸收、影响六个具体步骤。在政策知识的生产阶段存在低编码、低抽象、高扩散下的"熵增"危机,在扩散阶段存在信息损耗危机,在政策知识的利用阶段存在吸收转化不足下的转移政策知识适用性危机。化解政策转移危机避免政策转移失败需要确定政策知识管理的战略地位,搭建地方政府交流平台,培育共享文化,拓展传播的渠道,提高地方政府学习能力。Using Boisot＇s information space theory as a conceptual tool,we construct an analysis framework of ＂process- crisis chain- strategy set＂ to analyze the transfer of local governments＇ policies. The local government in China between policy transfer process is described as policy knowledge production、diffusion and utilize in the 3 d data field. This process includes review,problem solving,abstract,diffusion,absorption,affect the six steps. In the stage of policy knowledge production,face a crisis of ＂entropy＂. There is a crisis of information loss in the diffusion stage. In the stage of policy knowledge utilization,there is a crisis in the applicability of the transfer policy knowledge. Resolving policy transfer crisis to avoid policy transfer failure,we need to determine the strategic position of knowledge management,build a communication platform of local government,cultivating Shared culture,and expand the spread of the channel,improve the learning ability of local government.
