区域协调发展中的政府体制改革思路

摘　　要：目前,我国区域协调发展面临诸多现实问题,而政府行为是影响区域经济发展和关系协调治理的最主要因素之一。政府之所以阻碍区域协调发展的根本原因在于职能重心转换不到位。而政府的职能重心之所以未能配合经济增长方式同步转型的深层次体制原因在于官员晋升激励和地方财政收支的约束,因此建议改革晋升机制,调整转移支付和补偿机制。鉴于现行政府组织框架无法完全胜任协调区域发展的任务,应构建一个超越行政边界的区域管理机构并划定标准区域和问题区域,辅以法律法规等制度性保障,从而确保纵向激励机制充分发挥作用,同时使横向利益分配相对均衡合理。Nowadays, we are facing with multiple problems in the process of promoting balanced development among different re- gions, and government behavior is one of the most crucial factors influencing regional development and relationship coordination. Ac- cordingly, it is believed that governments are intercepting cross-regional coordination in order to safeguarding their own economic inter- ests, which can be further explained by the inspiriting mechanism of official promotion and the limitation of financial revenue and ex- penditure. Therefore, deepening reform of promotion mechanism and transfer payments is quite necessary. Finally, since current admin- istrative system is not able to achieve the goal of balanced development, it is reasonable to set up a cross-regional regulatory authority, as well as demarcating standard areas and problem areas. Besides, it is also necessary to establish law and regulation concerning verti- cal economic incentives and horizontal benefit distribution measurements.
