摘　　要：特色高水平是地方大学发展的理想目标和内在要求。建设地方特色高水平大学,是理论问题,也是实践问题;需要外部政策资源支持,更需要内部治理能力提升。依章程办学治校、按规划发展建设、改革校院两级管理体制机制是建设地方特色高水平大学的基本遵循和可能路径。Having the characteristic high level is the ideal goal and the intrinsic request for the development of a local uni- versity. Constructing a high level university with the local characteristics is both a theoretical problem and a practical one, which needs the external policy resource support and the improvement of the internal governance ability. It is a basic follow and possible path to build a high level university with the local characteristics by running the school according to the regu- lations, developing the construction according to the plan, and reforming the management system and mechanism of the uni- versity and its college.
