摘　　要：本文对康复服务业发展相关的康复人才进行需求分析,阐述康复教育发展的政策环境,探讨发展康复高等教育系统理论与方法,构建基于《国际功能、残疾和健康分类》(ICF)的康复科学学科专业建设与教学体系。This paper analyzed the unmet needs of rehabilitation for people with disabilities in China, discussed the policy environment of rehabilitation development, explored the theory and approaches of the development of higher education in rehabilitation, and established an International Classification of Functioning, Disability and Health（ICF）-based system of rehabilitation education of disciplines, specialties and courses.
