村级公益事业建设村民参与意愿及其影响因素研究——基于苏南二镇的实地调查

摘　　要：以苏南二镇村级公益事业建设为例证,描述村民参与意愿现状特征,从公益项目客观层面和村民个体主观层面分别剖析村民参与公益事业建设意愿的影响因素,最后从扩大项目需求、培养认知意识、提升参与能力、增强参与效能等方面提出政策建议。Choosing the village-level public utility construction in two towns of south Jiangsu as an illustration, the status and features of the villagers＇ willingness to participate in village-level public utility construction were described, and the influence factors of villagers＇ willingness to participate in village-level public utility construction were dissected respectively from the objective aspect of public welfare projects and the individual subjective aspect of villagers. Finally the political suggestions were proposed from expanding project demand, cultivating cognitive awareness, promoting participation abilities, and enhancing participation efficiency.
