摘　　要：欧美国家社区治理的概念框架关联着社区治理主体、主体间关系及治理目标的重新确认,其初始动因与政府服务向社区传递中的部门分割有关,这牵涉到社区协同治理的结构,进而要求重新定位社区领导权、政府赋权状态与社区社会资本,并形成政府与社区的合作伙伴关系,这一模式包括从横向视角合理划分法人治理、公共部门治理与私人部门治理的结构,并通过聚焦、定向与技术来纵向解决社区项目制治理实践的代理困境,但社区治理网络强化了领导权,这需要从理论上解释其合法性,即要将社区治理与公民参与、政府的政策选择与实施以及社区绩效评估相关联,这一社区主义趋向也体现了对"元治理"的背反。The concept framework of European and American countries community governance is associated with the reconfirmation of the subjects of community governance, relationships between the subject, and the goal of governance. Its initial motivation is related to the fragmentation of the government＇s vertical service delivery to the communities, which, in turn, requires repositioning the leading power in the community sphere, the state of community empowerment and the connotation of community capital to form the relationship between the government and community. This pattern includes the reasonable division of the objectives of corporate governance, public sector governance and private sector governance from the horizontal perspective as well as solving the agency dilemma in project governance practice through the appropriate focus, orientation and technique from the longitudinal angle. However, intensification of community leadership requires a theoretical explanation of its legality, namely to relate community governance with civic participation, government policy choice and implementation and performance evaluation in the community,but this trend of communitarianism also collides with ＂meta governance＂.
