摘　　要：[目的/意义]当前区域图书馆联盟存在协调机制松散、业务系统及数据交换困难等问题,提出"政府-图书馆-企业"三元合作的联盟管理架构,对经费保障、效果监督、各方理解合作愿景以及平台数据库系统标准统一有着重要意义,是区域图书馆联盟管理模式的演进方向之一。[方法/过程]研究了区域图书馆联盟管理模式的内在演进机理以及典型EA的特征分析及选择方法。开放、多元的管理模式变化使得资源管理的整体性和变更管理难度加大,从内部层次化架构管理以及边界一致性管理两个方面,构建了包括合作目标(绩效)、业务系统、数据资源以及安全保障等元素的内部管理架构,并分析了系统与外部环境边界、系统与实际效果边界的一致性完善管理效能的改善流程方法。[结果/结论]研究认为,基于EA的管理架构能使合作各方在同一的框架内对目标、资源、平台、环境等要素得以审视,可为多元的区域图书馆联盟管理者提供整体化管理蓝图,从而可解决当前区域图书馆联盟合作过程中理解错位、协调困难、系统不通等影响资源无法深入共享的难题。[ Purpose/Significance ] Regional Library Alliance is the common solution for library resources sharing, which plays an important role in solving the problems of resource duplication and service homogenization. Regional alliance is a complex system composed of users,computer,network and polices. [ Method/Process] Focusing on the decentralized management, the paper establishes an integrated management framework, which explicitly describes the exchange information hiding in the process of data sharing and management coordination. Based on EA,the reference mode composed with PRM,BRM,DAM,ARM,IRM and SRM is discussed,then a common manage- ment model is proposed. [ Result/Conclusion ] The top view of architecture allows a variety of elements to be examined and optimized in a unified framework. Our work provides a useful guide for the expansion and transformation of Regional Library Alliance service model.
