基于EBA模型的高校创新与区域创新的协同作用研究

摘　　要：利用2004-2014年的省际面板数据,构建极值边界分析模型,以28个省区及省区内高校作为研究对象,对区域创新与高校创新之间的相关性进行了实证研究。结果表明:高校科研经费支出水平对三大经济区域创新均具有显著影响,但高校科研人力投入和高校科技国际交流与合作对区域创新并无显著影响;高校科研基础设施建设仅对中部和西部地区创新能力有显著正向影响;高校原始创新能力仅在东、中部地区发挥作用;高校科技成果转化对东、西部地区不显著。最后,为促进高校创新与区域创新的协同发展提出政策建议。By using the inter-provincial panel dataduring 2004-2014 and constructing EBA model,this paper takes 28 provinces and universities in them as samples and empirically analyzes the relationship between University and Regional Innovation. The results show that the ＂ RD＂ expenditures in universities has significant effect on the regional innovation for all three regions,while the ＂ RD＂ labor and international cooperation expenditures do not have significant effect.The ＂ RD＂ infrastructure construction in universities has significant positive effect on both the middle and western regional innovation ability. The original innovation ability in universities plays a positive role in the eastern and middle regions. And the ＂ RD＂ transformation in universities has no significant effect on the eastern and western regions. Finally,some policy suggestions are proposed to promote the coordinated development of university and regional innovation.
