摘　　要：知识产权发展环境建设是促进知识产权发展的基础性工程,对于有效实施知识产权战略、促进知识产权发展具有重要的现实意义。目前,陕西省知识产权发展环境与预期建设目标及知识产权工作本身的要求仍存在差距。本文基于PEST-SWOT复合式矩阵分析,厘清知识产权发展涉及的政治法律、经济发展、社会文化及知识技术四大环境因素(PEST),分析其面临的优势、劣势、机会和威胁(SWOT),构建陕西省知识产权发展环境的PEST-SWOT复合式矩阵模型,提出改进陕西省知识产权发展环境的若干启示,以期为陕西省实现由知识产权大省向强省转变、建设创新型省份提供理论和实践借鉴。It is meaningful for promoting the development of economic society to make construction of intellectual property development environment, which could exactly grasp the orientation of intellectual property development, effectively implement the strategy of intellectual property and promote the development of intellectual property. In a word, it is a basic project for promoting the intellectual property development. At present, there is still a gap between the reality and expectation in Shaanxi intellectual property development. This paper, based on the analysis of PEST--SWOT composite matrix, clarifies the environment im- pact factors of intellectual property, such as political laws, economic development, social--cultural and knowledge technology（PEST）, analyzes the impact factors of intellectual property such as strengths, weaknesses opportunities and threats, constructs composite matrix about Shaanxi intellectual property development environment. In the end, in order to provide theory and realize the transformation from a large intellectual property province to a strong intellectual property province in Shaanxi, this paper gives some suggestions for promoting the environment of Shaanxi intellectual property development.
