摘 要:城镇化过程中我国农地征收存在征地范围过宽和征地补偿标准过低等问题,其深层次原因与农地征收、城镇建设用地的四组内在矛盾密切相关,也即招商引资压力大与工业用地价格低的矛盾、居民住宅用地比重低与居民住宅价格高的矛盾、企业存活期短与土地出让使用期长的矛盾、单一的建设用地类别与多元化的配套设施需求之间的矛盾。为此,本文提出解决农地征收和城镇建设用地内在矛盾的相关对策建议。the problems of wide scope of requisition and compensation standard is too low in China's land expropriation in the process of urbanization,the deep reason is land expropriation and urban construction with four groups of closely related to the inherent contradictions,namely investment promotion pressure and contradiction of industrial land prices low,the contradiction of residential land the proportion of low and high price residential contradictions,enterprise survival and construction land use short,long period of the contradiction between the demand of single category facilities and diversification of the. For the above contradiction,this paper puts forward to solve land expropriation andurban construction land contradictory advice: in the operation of rural collective construction land into the city as a breakthrough,to narrow the scope of land requisition; encourage the use of collective land for construction of standard factory building,and to avoid idle land lease; introduction of operations management enterprises in the industrial park.
