摘　　要："新地方主义"是对英国中央集权体制下地方自治权发展的新的诠释,主张中央政府下放管理权、给予地方政府限制性自由裁量权和"赢得的"自治权,鼓励发展地方公民的参与性治理。"新地方主义"理论和政策融合了英国中央主义和地方主义两种传统,呈现为英国地方自治新的发展趋势。Today,'New Localism'is the development trend of local autonomy in the UK,and a kind of new interpretation of local autonomy under the British centralized system,that holding the devolution of managerial power,giving constrained discretion and earned autonomy to local government and encouraging participatory governance of local citizens. 'New Localism'mix two traditions of centralism and localism,emerging a new development trend of British local self-government. Building more directly elected single-purpose bodies, stronger neighborhood governments and strategic local governments are the path selections of British'New Localism'in the future.
