华侨村官与侨乡社会治理资源的跨国动员——以福建省明溪县为例

摘　　要：论文以明溪县的华侨村官为研究对象,分析了华侨回国担任村官的社会结构性因素和个人因素。认为中国农村选举制度的普及是该群体产生的社会制度性因素,地方政府的动员推动了他们参与的积极性;个体对家乡的认同感与归属感以及传统的"衣锦还乡"追求,则是华侨村官参与乡村治理的重要内在动力。华侨担任村官后,运用自己曾在国外务工经商的经历优势,对国内与国外的资源进行动员,在侨乡的建设方面取得了可喜的成绩。华侨村官对侨乡的社会治理是中国乡村治理的一种特殊类型,对中国农村社会治理模式具有借鉴作用。不过,随着在侨乡成长的第一代移民的老去,第二代、第三代移民对家乡日益陌生,乡村回流人口必然随之减少,侨乡社会治理模式的未来走向还有待观察。This paper focuses on the social, structural, and personal factors that returned overseas Chinese offer as village officials. It considers that the popularity of election system in rural area creates influence on social institutional factor for village officials, and the mobilization from local government promotes their participation motivation. The sense of identity and belonging from the individuals to their hometown, and the traditional requirement of ＂return to home in glory＂ are the inner motivation for those village officials to participant in village governance. When overseas Chinese take the position of village officials, they apply their own foreign working and business experiences to manage resource mobilization domestically, and globally, towards Qiaoxiang＇ s construction, and have achieved great success. The social governance from Overseas Chinese to Qiaoxiang is one of unique types of village governance in China, and this sets up areference for the rural area social construction in China. However, with the development of Qiaoxiang, the overseas Chinese first generation is getting senior, the second and third generation are getting unfamiliar with their hometown. It is inevitable that the returned population will decrease. Therefore, the future trends of Qiaoxiang social governance remain to be further investigated.
