浙江省政府科技投入的绩效分析

摘　　要：搜集整理浙江省2002-2014年科技投入和科技产出的相关数据,通过建立回归模型分析得出:政府科技活动经费的投入对于科技产出直接影响并不显著,其作用更多是带动企业的科技投入;而企业的科技投入会带来科技产出的大幅增长,但两者的科技投入对出口的影响均不大。可见国内产品在国际市场的竞争能力尚未得到有效提升。为了进一步提高省政府科技投入的绩效,还需要不断优化区域内创新服务体系建设,建立起符合科研规律的经费管理支持模式和系统性的资金支持链,只有这样才能实现多元组合技术创新主体协同发展的目标。Collecting related data of science and technology input and output during the period of 2002- 2014 in Zhejiang Province, through the establishment of regression analysis of the model, we can draw a conclusion that government input in science and technology activities is not obvious to technology output directly influence, its role is to drive more science and technology input of company, and then it will bring large growth in technology output, but the impact of bofh science and technology input on exports are not large, this shows the export competitiveness of domestic products in the international market has not been effectively improved. In order to improve on the performance of provincial government investment in science and technology, it is necessary to continually optimize the construction of regional innovation service system, establish a fund management support model and systematic financial support chain that conform to scientific research rules, and then it can achieve the goal of coordinated development of multiple combined technique innovation subject.
