农业价值链金融的风险管理机制研究--以广东省湛江市对虾产业链为例

摘　　要：分析广东省湛江市对虾产业养殖环节和流通环节的价值链金融的运作机制和风险控制机制,发现:在农业价值链金融中,基于风险控制的承诺可置信的前提条件是农超核心组织在农业产业链中的全流程控制,包括农业核心组织对农业生产过程实施产前、产中、产后全过程的标准化、规范化管理;对流通环节中的采购、仓储、交易、结算等进行全流程的把控。全流程控制是信息优势、基于抵押和高转换成本的威胁和惩罚以及监督优势的前提。因此,农业核心组织和金融机构应该基于价值链再造和一二三产业融合的全流程控制进行商业模式和业务模式的创新,从而更好地为"三农"提供金融服务,促进金融普惠。In this paper,by analyzing the financial operation and risk control mechanism of shrimp breeding and circulation value chain in Zhanjiang city,we find that,in agricultural value chain finance,it is the core organization's whole process control of the agricultural value chain that makes the commitment based on risk control credible. The whole process control contains the standardized management of the agricultural production process and the control of product circulation procedures including purchasing,warehousing,trading,settling and so on. It is the basis of information advantage,threat and punishment made by mortgage and high conversion cost and supervision advantage. Therefore,enterprises and financial institutions should undertake business model innovation based on value chain reengineering and the whole process of industry integration,so as to better provide financial services for the famers.
