摘　　要："侦查、预防、服务"三元一体警务策略萌芽并发展于我国台湾地区,是一种全新理念主导的现代化警务策略。在该警务策略指导下,打击犯罪、安抚被害者、预防二次被害一体化运作。研究"侦查、预防、服务"三元一体警务策略的内涵,剖析其内在结构和运行法理,有助于在我国大陆地区实现该警务策略的本土化,为我国的警务改革和警务创新提供思路,以期为改善警民关系、提升警察权威、完善侦查体制等提供指引。The three-in-one policing strategy of ＂investigation, prevention and service＂ has been started and de- veloped in China＇s Taiwan Region. It is a brand-new modernized policing strategy. Under this policing strategy, fight against crime, comforting the victims and prevention of secondary crime are in integrate operation. It is of great help to the localization of the policing strategy in the mainland of China, great significance to the reform of poli- cing and the innovation of policing in China and great significance to provide guidance to improve the relation- ship between police and people, improve the police authority and perfect the detection system to study the conno- tation of the three-in-one policing strategy of ＂investigation,prevention and service＂ and analyze its inner struc- ture and operational legal theory.
