摘　　要：在对流域水资源等公共资源配置问题的讨论中,产权问题一直居于核心地位。首先对流域水资源产权问题进行了讨论,并认为产权的界定和产权权能可实施性的保护是资源配置问题中的"双核心"。其次,以产权管制放松为切入点对流域现阶段的水权交易及其困境进行了分析,明确了现阶段流域内水权交易的难点和重点,并有针对性地提出了相关解决措施。Property right issues have been living in the core position when we discuss the allocation of water resources and other public resources. In this paper, we first discuss the problem of water resources property right, and hoard the view that the definition of property rights and the protection of property rights is the double core in the problem of resource allocation. Secondly, the water right trade and its predicament in the basin are analyzed from the perspective of deregulation of property rights, the difficulty and emphasis of the water right trade in the present stage are defined, and the related solutions are put forward.
