摘  要:针对北斗短报文技术和ISPS规则下的人员安保要求,设计了船舶人员安保管理系统。研究了北斗卫星天地海网络和短报文技术,设计了高可靠性的北斗ISPS船舶网络和船舶人员出入口信息点布局及低功耗便携式BDS北斗卫星微基站,并安装于救生设备上,以便船舶遇难时,无论船舶还是救生设备都能够及时通过北斗卫星网络向总部求援,实现双向通信。提出并采用了Super-Bluetooth算法以便实现蓝牙多对多通信,提出并采用了基于RSSI信号模糊集合和贝叶斯函数的IB-FSB模糊智能算法,以便实现蓝牙手环的查找和定位,设计了支持IP67防护标准的专用智能手环和BR通信微基站方案,讨论了系统可靠性设计、编码设计和软件设计。研究和试验成果表明,本系统解决了蓝牙组网和模糊识别问题,达到了设计目的和要求。According to the personal security requirement of ISPS, an intelligent management system for personnel security is designed by the BeiDou Navigation Satellite System (BDS) short-message technology. In the paper, BDS satellite network and BDS short-message technology are introduced. A highly reliable marine BDS ISPS network and the information points' distribution of marine crew entrance and exit are designed. The energy-efficient & portable BDS micro base station is also designed, which could be installed in rescue equipment. In case of maritime distress, not only the ship but also the rescue equipment can make two-way communication to request timely help from the headquarters through the BeiDou satellite network. A Super-Bluetooth algorithm is proposed and adopted in order to achieve multiple-way Bluetooth communication. An IB-FSB fuzzy intelligent algorithm is proposed and adopted to retrieve and locate the Bluetooth wristbands based on RSSI signal fuzzy set and the Bayesian theory. The smart wristbands are designed under the standard protection of IP67. BR communication micro base station program is designed. Finally, the system reliability design, coding and software design are discussed. The results demonstrate that the management system successfully meet the desired requirements by solving the Bluetooth network construction and fuzzy recognition problem.
