摘 要:从权力资源和国际影响力两个指标看,韩国已进入新兴中等强国行列。作为G20机制中的中等强国成员,韩国有根据自身偏好塑造G20议程的动力。基于这一动力,韩国在G20机制中积极开展中等强国外交,塑造G20议程。通过运用议题界定策略和利益动员策略,韩国将发展、可持续和平衡增长框架、国际金融机构改革、金融安全网建设等议题成功引入G20议程。为提高议程塑造能力,中韩两国可以在有相同诉求的议题上开展合作,联合塑造G20议程。Republic of Korea (ROK) has been a middle power with the indication of its power resources and international influence. As a middle power member of the G20, ROK has the incentive to shape the G20 agenda based on its preferences. Resulting from this incentive, ROK conducts middle power diplomacy in the G20 with an attempt to shape the G20 agenda. By adopting the strategies of defining issues and mobilizing interests, ROK has successfully placed the issues of development, sustainable and balanced growth framework, international financial institutions reform and financial safety net on the G20 agenda. In order to enhance the ability to shape the agenda, China and ROK can shape the G20 agenda jointly on the mutually concerned issues.
