国境卫生检疫服务“一带一路”战略的策略与措施探讨

摘　　要：通过梳理"一带一路"线路走向、覆盖国家和地区,以及战略中涉及卫生检疫的相关内容,发现"一带一路"战略涉及旅客检疫等15项卫生检疫工作,沿线覆盖70余个境外国家和地区,自然环境复杂、传染病疫情多、涉恐风险大,实施中存在公共卫生威胁更快扩散和需求深度融合的情况。卫生检疫服务"一带一路"战略应以"内防外联"为主要策略,做好国门安全的执法者、旅行健康的服务者、通关服务的促进者和沿线公共卫生水平提升的引领者,同时重点构建联防网络,创新工作机制,整合服务标准,打造智慧平台和服务国门通关。By summarizing the routes,covered countries and regions,and related content of health quarantine of ＂Belt and Road （B＆R） Initiative＂ , it is clear that B＆R Initiative involves 15 health quarantine affairs,covers 70 overseas countries and regions with complex natural environment,more comprehensive epidemic situations of infectious diseases and high risks related to terrorism. The public health threats may spread more quickly and the public health needs mix together deeply. Taking ＂boarder control and joint prevention aboard＂ as strategy on B＆R Initiative,the health and quarantine should defend public health risks at frontier,give travel health services,facilitate foreign trade and lead the improvement of public health along the Belt and Road by focusing on network construction,mechanism innovation,travel service integration,informatization construction and convenient clearance services.
