摘　　要：《化妆品安全技术规范》(2015年版)(以下简称《技术规范》)由国家食品药品监督管理总局批准颁布,并将自2016年12月1日起实施。《技术规范》是原卫生部印发的《化妆品卫生规范》(2007年版)(以下简称《卫生规范》)的修订版。本文解读了《技术规范》的主要变化,并探讨了其实施对化妆品生产企业、监督机构、检验机构带来的可能影响及应对措施。＂Safety and Technical Standards for Cosmetics＂（ 2015 Edition）（ hereinafter referred to as ＂Technical Standards＂） approved by China Food and Drug Administration,and will be implemented since December 1,2016.＂Technical Standard ＂is revised from ＂Hygienic Standard for Cosmetics＂（ 2007 Edition）（ hereinafter referred to as ＂Hygienic standard＂） Issued by Former Ministry of Health. This paper interprets the main changes of the Technical Standards,and discusses the possible impact of the implementation of the cosmetics business,supervision institutions and countermeasures.
