“三权分置”视野的农田水利设施管护模式

摘　　要：农田水利设施是农村土地经营的关键基础设施,其管护效果关系到粮食安全和农村经济发展。随着农地"三权分置"办法实施,放活经营权更需要提高农田水利设施管护水平。基于农地家庭联产承包责任制下农田水利设施管护现状,剖析农地"三权分置"可能给农田水利设施管护带来的影响,提出"三权分置"背景下农田水利设施管护模式,包括以专业化为特征的"管养分离"模式、"村级五位一体"管护模式、专业大户和家庭农场主导的用水协会管护模式、农民专业合作社和农业企业管护模式。新的管护模式能够改善以往管护模式的不足,充分发挥新型农业经营主体的作用,提高农田水利设施管护水平,推动农业适度规模经营。Irrigation and water conservancy facilities is the critical infrastructure to rural land management, and its operation and maintenance effect is related to food security and rural economy development. With the implement of ＂the separation of three rights＂, allowing the flexibility of the operation right need to improve the level of irrigation and water conservancy facilities operation and maintenance. This paper analyzes the irrigation and water conservancy facilities operation and maintenance situation based on the household contract responsibility system. Then this paper analyzes the impact of ＂the separation of three rights＂ to irrigation and water conservancy facilities operation and maintenance. Finally,this paper put forward the irrigation and water conservancy facilities operation and maintenance mode under the background of ＂the separation of three rights＂, including the separation of operation and maintenance mode characterized by specialization, the ＂village five-in-one＂ operation and maintenance mode, big grain production households and family farm dominated water user association operation and maintenance mode, the famer professional cooperatives and agricuhural enterprise operation and maintenance mode. New operation and maintenance mode can give full play to the role of the new agricultural management entities, improve the level of irrigation and water conservancy facilities operation and maintenance, and promote farming on an optimum scale.
