全面从严治党与高等学校二级纪委监督作用研究

摘　　要：随着高等教育改革的不断深入,高等学校二级单位拥有的权力日益增加,其廉政风险也随之加大。在中共中央坚定不移推进全面从严治党并向基层延伸的大背景下,高等学校必须强化二级纪委的监督作用。但在现实状况下许多高等学校二级纪委监督实践中存在思想认识不到位、缺乏制度规范、监督渠道不畅通、监督实效欠佳、监督人员素质急需提高等问题。为了更好地建设现代化大学制度,落实全面从严治党要求,强化高等学校二级纪委监督作用,高等学校必须明确监督内容,突出监督重点;结合单位特点,完善监督制度;注重继承发展,创新监督方式;加强纪委队伍建设,提高监督人员素质。With higher education reforming deeply, the power of faculties under colleges and universities is getting more and more and thus the risk of corruption is getting greater and greater. Under the background of the CPC central committee pushing forward firmly the task of enforcing the strict Party discipline comprehensively and extending the effort to its grass-roots organizations and units, the supervisory role of the second-level discipline inspection commission under the colligate Party committee must be strengthened. Problems exist in the supervisory practice of the second-level discipline inspection commission. For example, the significance of supervision fails to be understood fully and correctly; related systems and regulations need establishment and completion; the supervision channel is far from smooth; the effectiveness of supervision is poor; the quality of supervisory personnel needs improvement urgently and so on. To construct the modern university institution better, carry out the requirement of enforcing the strict Party discipline comprehensively and to strengthen the supervisory role of the second-level discipline inspection commission in colleges and universities, it is necessary for colleges and universities to clarify the contents of supervision, highlight the focus of supervision, complete the system of supervision according to their own characteristics, stress inheritance and development, innovate the form of supervision, strengthen the team construction and improve the quality of supervision personnel.
