摘　　要：粮食质量安全是国家粮食安全的重要内容,关系到我国居民"舌尖上的安全"。粮食质量安全是市场失灵的领域,必然需要政府建立责任体系加以保障。为此,要构建包含责任主体、责任目标和责任机制三要素的粮食质量安全责任体系,其中责任主体是关键,因为责任主体的划分直接影响责任机制的执行效率和责任目标的实现。当前我国的粮食质量安全责任体系存在的主要问题是,责任主体过多、责任目标缺失和责任机制缺乏效率。要完善粮食质量安全责任体系,必须要明确中央政府责任主体、强化粮食质量安全目标和建立高效的责任机制。Grain quality safety is a very important content of grain security, which is related to me satety of every bite of food. The governments should establish a responsibility system to ensure grain quality safety, for the reason that grain quality safety belongs to the field of market failure. Therefore, government responsi- bility system of grain quality safety is built, which consists of subjects, goals and mechanisms. In this system, subjects of responsibility are key elements, because they directly affect the implementation efficiency of re- sponsibility mechanisms and the realization of responsibility goals. At present, the main problems with this system embrace too many subjects of responsibility, such as subjects from the Central government, the lack of goals and inefficiencies of mechanisms. That is why this system should be optimized by clearing the main re- sponsibility subject from the Central government, strengthening goals of grain quality safety and establishing ef- ficient responsibility mechanisms.
