摘 要:目的分析中国卫生人力资源配置,比较医务人员现行收入与社会平均收入情况,探讨存在的问题,为合理配置各地医务人员提供参考依据。方法查阅2013年《中国统计年鉴》和2013年《中国卫生统计年鉴》等相关资源,检索、回顾、分析相关文献,并通过统计描述分析、简单线性回归分析和多元线性回归分析等统计学方法对2012年全国卫生技术人员配置情况、2012年中国各省份社会平均收入及医生平均年收入进行统计学分析。结果2012年中国东部地区每千人口卫生技术人员数为9.56人,明显高于中部地区的7.92人和西部地区的7.41人;回归分析结果显示,社会平均收入对医生平均年收入有影响(P<0.01),社会平均收入对每千人口医生数有影响(P<0.01),但医生平均年收入对每千人口医生数影响不显著(P>0.05)。结论中国不同地区卫生人力资源存在明显的分布不均,医生收入并不是影响中国不同地区卫生人力资源分布不均的主要因素,政府应该通过缩小各地区社会平均收入差距,才有可能改善目前各地区卫生人力资源配置不合理的状况。Objective To analyze the status of medical personnel allocation, compare the difference between the medical doctor income and social average income, discuss the existing problems, in order to provide references for the rational allocation of medical personnel. Methods China Statistical Yearbook (2013), China Health Statistical Yearbook (2013) and other literature sources were searched, reviewed and analyzed for associated studies. Then, descriptive statistics analysis, simple linear regression analysis and multiple linear regression analysis were employed to analyze the data of 2012 medical personnel allocation, 2012 social average income and 2012 medical doctor annual average income. Restdts The results showed that the number of medical and technical personnel per 1000 people was 9.56 in the Eastern Area of China in 2012, which was significantly higher than in the Middle (7.92) and in the Western Areas (7.41). In addition, regression analysis showed that the social average income had effects on the medical doctor annual average income (P 〈 0.01) and the number of physicians per 1000 people (P 〈 0.01), however, the medical doctor in- come had no effect on the number of physicians per I000 people (P 〉 0.05). Conclusion There is an uneven distribu- tion of medical personnel in the Eastern, Middle, and Western Areas of China. The medical doctor income is not the main cause for the uneven distribution of medical personnel in China. The government should' take effective measures to minimize the income disparity among different areas by macro-control means, which is helpful to improve the uneven distribution of medical personnel in different areas.
