摘　　要：黑龙江省多数大中型灌区水价难以维持灌区的正常运行,导致灌区处于常年亏损的状态,不利于灌区的良性运行。创新水价模型的提出,可以有效的解决灌区成本及农户承受能力问题,对当地水价制定有一定的指导作用。The water tariff is difficult to be maintained in most large-medium scale irrigation areas of Heilongjiang Province,causing the irrigation areas to be in the loss state in a year,unfavorable for good operation of the irrigation area.The new water tariff model may solve effectively the cost of irrigation area and the affordability of farmers and will take the roles of regulating the local water price.
