摘　　要：长期以来,黑龙江省灌区水价制度不合理,水价严重偏低,水费收缴率低,造成灌溉水利工程老化,工程性能差、水管单元作业困难、水资源严重浪费,限制灌区的可持续发展。龙凤山灌溉区作为文章的水利改革试点区,研究并测算合理的灌区水价。The water tariff system is unreasonable in Heilongjiang Province for a long time,low seriously of water tariff,low of rate of water discharge collection,which caused the irrigation project to be aged,poor of project property,difficult of water pipe working,causing serious waste in water resources,limiting the sustainable development of irrigation area.As the pilot irrigation area,the Longfeng Mountain area is researched and the reasonable water tariff of irrigation area is estimated in the paper.
