摘　　要：在科技部派代表团赴欧盟实地调研的基础上,对欧盟科研项目管理专业机构及地平线2020计划管理等有关情况进行总结和分析,深入讨论专业机构的基本情况、项目管理的流程及对我国的启示等相关内容。It is also a major measure for pushing the functional transformation of S＆T management by government. Based on on - site study to EU, we summarized and analyzed the modalities of EU S＆T program management agencies and how they manage the EU S＆T program ＂Horizon 2020＂. The research includes basic status of EU program management agencies, management process of S＆T program in EU and suggestions to the building and operation of China＇ s program manage- ment agencies.
