协商民主的中国适应性分析——基于体制变革和政治文化转型的视角

摘　　要：当协商民主在西方政治实践中受到冷遇之时,它却在中国得到了迅速传播,受到政治权威的接纳并被嵌入到中国政治体系的各个微系统中,协商民主的活力在于它既与中国政治体制具有一定的兼容性,从而维护既有的政治稳定,同时也以其公众参与性、协商过程的公开性和程序性而有效医治政治权力过于集中的弊害,进而为中国政治转型提供集权与民主化的结合点。同时,官民协商、政府与社会之间的协商有助于缓解与矫治转型中国政治文化中的认同危机、政治怀疑、顺从参与型文化以及对公共政策不满带来的消极负面影响,实现政府信任和社会资本的重建。当然,协商民主的中国适应性并不意味着协商民主的中国实践一帆风顺,它的发展还有待于通过规范化和程序化的方式不断突破既有体制的惰性。As deliberative democracy undergoes a chilly winter in western political practice, it sweeps like a spring breeze through China, embraced by Chinese political authority and melted into all the ingredients of Chinese political system. Its vitality consists in two aspects： for one thing, its certain adaptability to Chinese political system maintains the established political stability,and for another,its property of public involvement as well as openness and procedural character of negotiation effectively solves the problem of over-centralized political power, which therefore provides the integration point between centralization and democratization for Chinese political transformation. Meanwhile, the negotiation between the government and the public,and between the government and the society can help relieve and rectify the identity crisis, political mistrust, obedience to involvement, and the negative influence from dissatisfaction toward public policies in the Chinese political culture during its transformation, so as to rebuild governmental trust and social capital. Certainly,the adaptability of deliberative democracy to China doesn＇t mean a smooth journey in its practice. Its development is subject to the elimination of the current system＇s inertness through normalizing and procedural practice.
