摘　　要：对于其所在的城市而言,文化建筑本身是一件展品、一处平台、一个文化标识。通过对舟山海洋文化艺术中心设计的回顾,探讨了在中小型城市文化建筑设计中如何以地域特色为出发点、以基于"人本为先"理念的资源整合与共享为目标的平衡建筑实践方式。For the city that it located, the cultural building itself is an exhibit, a platform, and a cultural sign. With the review of the design of the Oceanic Cultural Arts Center of Zhoushan, we discussed the practice methods of balance architecture in the design of cultural building in the small and medium sized cities, how to base on the regional characteristics, with the aim for the resources integration and sharing according to the idea.
