摘　　要：先秦南海的最早开发者是中国骆越人和骆越方国,骆越是中国先秦壮侗语族民族(包括壮族、侗族、布依族、黎族、仫佬族、毛南族、傣族)的祖先,骆越方国是这些民族的祖先在商代中后期建立的地方政权,其中心区域和都城在今广西南宁市北郊马头镇一带,那里留下了骆越方国时代的上千座商周墓葬——岭南唯一的商周墓葬群。骆越方国根据商周中央王朝的指令开辟岭南,并指派其图额部(即善于耕海的蛟龙部)开辟南海,创造了东西两路"海上丝绸之路",对祖国华南到南海的开发做出了重大的贡献!某国将其明代民间传说集《越甸幽灵集》中的幽灵"雄王",提升为先秦岭南和南海的开发者,纯属妄谈!In the pre-Qin period, the earliest developers of the South China Sea were Chinese Luoyue people and the ancient Kingdom of Luoyue. Luoyue people were the ancestors of the ethnic groups speaking Zhuang and Dong languages （including Zhuang, Dong, Bouyei, Li, Gelao, Maonan and Dai ethnic groups） in the pre-Qin period of China and the ancient Kingdom of Luoyue was the local government established by their ancestors in the mid-late Shang Dynasty. Its central region and capital were located in today＇ s Matou Town north of Nanning in Guangxi Autonomous Region, where there are thousands of tombs of the Shang and Zhou dynasties in the period of the ancient Kingdom of Luoyue, which is the only Shang and Zhou tomb group in Lingnan. The ancient Kingdom of Luoyue opened up Lingnan area according to the instructions of the authorities of Shang and Zhou dynasties and appointed Tuge tribe （sea dragon tribe who were good at sea cultivation） to open up the South China Sea. They opened up the eastern and western two Maritime Silk Roads and made great contributions to the development of China＇ s territory from South China to the South China Sea. So, it is totally absurd for some country to call the Ghost King in Viet Dien U Linh Tap （a collection of folk tales in the Ming Dynasty） the developer of Lingnan and the South China Sea in the pre-Qin period.
