社区(村)与政府间的水利生态系统利益博弈与供给侧改革

摘　　要：社区(村)与政府是水利生态系统发展的重要利益相关者。社区(村)居民、基层干部、社区(村)精英等构成社区(村)的利益主体集合,政府官员、政府部门、政府组织整体等构成政府利益主体集合,二者表现出特定的利益诉求目标和行为取向特征。具有自治功能的社区(村)是毗邻水利生态系统发展的基础平台,是政府提供水利生态系统公共服务的功能依托。社区(村)发展水利生态系统既依靠居民(个体)的力量,又依靠政府推动。政府与社区(村)间的水利生态系统利益博弈的基本方式在于合作,基本过程在于讨价还价。政府与社区(村)间水利生态系统利益博弈对供给侧改革的启示在于,应高度关注其间利益诉求关系的辩证统一和平等互动,努力促进其间利益诉求互动的分工合作,充分利用其间利益诉求关系的协商互助。水利生态系统均衡博弈的供给侧改革应树立科学和谐的社区(村)水利生态系统利益发展观,建立政府与社区(村)间水利生态系统利益行为互动网络。The community （village） and government are the important stakeholders in the development of water conservancy ecosystem. The residents in the community（ village）, the grassroots cadres, and the elites in the com- munity construct the interest body on the part of community; while the government officials, departments, and or- ganizations etc. form the interest body on the part of government, and both the community and the government have specific interest appealing goal and behavior orientation characteristics. The community （village） that possess the function of self - government is the basic platform for the development of water conservancy ecological system, and the function supporting for the public service of water conservancy ecosystem provided by the government. When developing the water conservancy ecosystem, the community （village） should depend not only on the strength of the residents（personal）, but also on the promotion of the government. Cooperation is the basic mode for the interest gambling on water conservancy ecosystem between the government and community is cooperation, and the basic process is bargaining. The enlightenment, which the interest gambling in water conservancy ecosystem between the government and the community presents to supply - side reform, lies in the three aspects as follows ： We should pay high attention to the dialectical unity and equal interaction in the interest appealing relationship, strive to promote the division and cooperation of the labor in interest appealing reaction, and fully give play to the consultation and mutual help in the interest appealing relationship. The supply - side reform, which can be seen in the balanced gambling in water conservancy ecosystem, should set up the scientific and harmonious development view in the community water conservancy ecosystem, and set up the interaction network between the government and the com- munity（ village ） in their beneficial action in water conservancy ecosystem.
