摘　　要：目的:研究乌鲁木齐市2007—2015年基层医疗卫生机构——即社区卫生机构的资源配置效率。方法:采用经济学上数据包络(DEA)和马奎斯特(Malmquist)指数分析评价基层社区卫生机构的配置效率。结果:规模效率下降是乌鲁木齐市基层社区卫生机构综合效率下降的主要原因,纯技术效率的作用发挥有限,存在落实制度不到位,资源配置要素结构不合理,基本医疗与基本公共卫生发展不平衡的现象。结论:乌鲁木齐市基层社区卫生资源配置效率尚没有达到生产最佳前沿面,Malmquist指数与技术进步指数趋势一致,有技术衰退迹象,建议优化资源配置结构,提高社区卫生机构管理水平,适度扩大社区卫生机构基本医疗的规模。Objective： To study the resource allocation efficiency of grassroots health institutions in Urumqi Municipality from 2007 to 2015. Methods： Data envelopment analysis （DEA）and Malmquist index in economics were used to evaluate the allocation efficiency of community health institutions. Results： Scale efficiency decline was the main reason for grass-roots comprehensive efficiency decline of community health institutions in Urumqi. The function of pure technical efficiency was limited. There were problems of poor policy implementation, unreasonable structure of resource allocation elements, and imbalance of development of basic medicine and basic public health. Conclusion： The allocation efficiency of grass-roots community health resources in Urumqi has not achieved the best production frontier. Malmquist index and the technical progress index trend are consistent, which shows technical recession. It is suggested to optimize the allocation of resource structure, improve the level of community health service management, and moderately expand the scale of the community health institutions.
