摘　　要：地方政府是一个国家政治体系的基础构件,最直接地影响着社会公共生活和公民个人日常生活。自建国以来,为适应国内外环境变化,美国地方政府陆续进行了一系列改革。文章分析了20世纪80年代美国"重塑政府"改革运动兴起的现实与理论背景及其主要内容,从中提炼出其市场化、分权化、合作化与顾客本位四大特征,并从树立管理新思维、推动政府与社会的合理分权、推进政企改革向纵深发展、促进政府间合作等四个方面阐述美国地方政府改革实践对推进中国政府改革的启示。The local government is the basic component of a country , s political system, which directly affects the social public life and the daily life of citizens. Since the founding of the United States, a series of reforms have been carried out in order to adapt to the environmental changes at home and abroad. This paper analyzes the reality and the theory background of the rise of “ reinventing government” reform in the United States in 1980s , introduces its main content,from which extracts four characteristics ： marketization, decentralization, cooperation and custom-er oriented,and expounds the Enlightenment of American local government reform to promote the reform of our gov-ernment from four aspects of establishing new management thinking, promoting the reasonable decentralization of authority between government and society, promoting the reform of the relationship between government and enter- prise,and promoting the cooperation between the governments.
