摘　　要：高铁开通会对沿线城市旅游业发展产生不可忽视的影响。文中深入分析了高速铁路开通将给淮安市旅游带来的机遇与挑战并提出对策。研究发现:高铁开通将大幅提高淮安的交通可达性,重构淮安的旅游交通格局,促进淮安旅游及相关产业发展,成为散客自由行的目的地;高铁时代淮安旅游业将面临旅游基础设施不足、旅游产品及服务需要升级、有可能出现"虹吸现象"等挑战;淮安应尽快完善旅游基础设施建设,树立大旅游资源观,加强区域旅游合作,制定旅游顶层规划。研究成果可为淮安市制定相关旅游规划和政策提供决策建议。High speed rail will have an important impact on the development of city tourism. This paper analyzes the opportunities and challenges brought about by the opening of the high-speed railway to Huai＇an,and some countermeasures are put forward The study found that： High speed railway will greatly enhance the traffic accessibility,reconstruct tourism traffic pattern,promote development of tourism related industries and attract a large number of individual travel; Huaian will face the challenges such as the lack of tourism infrastructure,the upgrading of tourism products and services,and the possibility of＂siphon phenomenon＂; Huaian should improve the construction of tourism infrastructure as soon as possible,set up the concept of great tourism resources,strengthen regional tourism cooperation,and develop the top-level tourism planning. The research results can provide suggestions for the development of tourism planning and policy in Huai＇an.
