第三方测评政府绩效的群众满意度模式研究——以菏泽市为例

摘　　要：第三方评估在政府绩效群众满意度测评方面有其独特的优势,依托的第三方机构较为专业,符合公民社会发展的要求。政府自身作为群众满意度测评主体具有很大的缺陷,容易产生寻租行为、测评结果参考价值有限、易流于形式等。以菏泽市为例,建构群众满意度指标体系,选择恰当的第三方评估主体,并设计群众满意度测评程序,探讨第三方测评政府绩效的群众满意度模式。The third party evaluation has its unique advantages in evaluating the masses satisfaction of govern-ment performance since it is more professional and in line with the requirements of the development of civil society. The government itself as the main body of the satisfaction of the masses has a lot of defects, it is prone to bring rent -seeking behavior and the limited value of the evaluation results and easy to become a mere formality. Taking Heze city as an example, this paper constructs the index system of the satisfaction of the masses, chooses the appro-priate third party evaluation main body and designs the evaluation procedure to discuss the mass satisfaction model of the government performance evaluation.
