摘　　要：光绪二十一年(1895年)五月,讷钦被任为驻藏帮办大臣,十月到达拉萨。光绪二十二年(1896年)二月驻藏办事大臣奎焕开缺进京,而继任驻藏办事大臣文海至光绪二十三年(1897年)下半年才到藏,在此期间讷钦实际上代表清廷管理西藏事务。讷钦筹藏,一方面颇想有所作为,进行了整饬弊政、树立新风的努力。另一方面,讷钦在筹藏中亦表现出因循守旧甚至苟且的一面。Neqin was appointed deputy minister resident of Tibet May Guangxu twenty - one year Grand minister resident of Tibet Kuihuan was dismissed by the Qing court on February Guangxu twenty - two year. On the one hand, Neqin resolved some issues about drawbacks of Tibet governance. On the other hand, Neqin followed the old routine of conformism.
