关于金融服务玉米收购市场化改革的思考

摘　　要：根据中央深化农村综合改革总体要求,自2016年起东北三省和内蒙古自治区玉米实行市场化收购,改变过去国家对粮食统一确定临储价格、实行政策性收购、农发行统贷的运行格局。目前吉林省粮食特别是玉米市场化收购资金缺口较大,省政府要求金融机构积极支持多元化市场主体入市收购,农业银行服务"三农"面临新机遇、新挑战。根据总行做强县域、服务"三农"的战略部署,围绕服务"大三农"、"新三农"、"特色三农",笔者就如何支持玉米市场化改革,为其提供金融服务进行了调查研究,本文介绍了调研了解到的基本情况,并就农业银行如何服务玉米收购市场化改革工作提出了建议。According to the general requirements of the central deepen the comprehensive rural reform, since 2016 in Northeast China and the Inner Mongolia Autonomous Region corn market acquisitions, change the past state of the food to determine the temporary storage price, the implementation of the policy of the acquisition, operation pattern of credit system of the agricultural development bank. At present, Jilin province grain especially corn market funds gap is bigger, the provincial government requires financial institutions to actively support the diversified market market acquisitions, the Agricultural Bank of ＂three rural＂ new opportunities and new challenges. According to the strategic deployment of head office of stronger County, service ＂three agriculture＂, ＂rural＂, around the service of ＂three rural＂, ＂rural characteristics＂, how to support the corn market reform of financial services to conduct the investigation and study, this paper introduces the basic situation of learned research, and suggestions on how to serve the Agricultural Bank of corn the acquisition of market reform is put forward.
